By 2008 it was clear that the number of Train Operators on the Metropolitan Line would need to significantly increase to support the new S stock trains and additional staff would be required to cover the “training bulge” whilst staff were inducted on the new stock.

The existing train crew depots on the line had already exceeded their establishment capacity and were creating issues for operational efficacy and training capability.

With the proposed introduction of further timetable enhancements, aimed at further enhancing capability and improving journey time on the line, overloading would worsen.

The choice of Harrow on the Hill was favoured by the Met Line as being ideal to control service recovery, from an operational point of view, due to its position as a major junction, with the availability of passing points for trains in platforms and the operational flexibility as a crewing point.

In the circumstances Station Staff Accommodation (for 150 staff) allied to canteen facilities, to allow meal breaks to be taken at Harrow, were required in short order.

wpa acted as programme managers and lead designers on the project taking it from inception & funding application to completion of construction.

The final Scope included
• Assisting LUL to identify a leasehold suitable to provide the TCA facility
• Preparing the leasehold business case for LUL on the basis of feasibility and viability studies
• Assisting LUL to negotiate the property lease
• Undertaking due diligence on the building shell
• Developing and producing the LUL assurance strategy
• Undertaking design work for 1st and 2nd floor fit outs to accommodate the TCA
• Undertaking all compliance on behalf of LUL
• Undertaking design work to produce a staff canteen in an associated part of the station
• Designing a new link bridge connecting the leasehold accommodation to the station

wpa’s knowledge and experience of working with LU facilitated the delivery of business critical staff accommodation that enabled the new s class stock and its new timetables to be successfully introduced. All phases of the project were successfully completed on time and on budget.
